Whatever the cause its an easy repair with some tools instructions and a little help. Tie a piece of rope to the fence 1 foot from the top and 4 to 5 inches to the left of the hole.
Start by removing the wire ties that hold the fence fabric to the top rail.
How to fix a chain link fence that is curling up.
The ties connect the top of the chain mesh to the rail.
A bent chain link fence can be fixed by replacing the damaged top rail with a new part.
Replace fence ties on bottom of line posts.
Make sure the rope is taunt and tie it to the fence.
Once tension wire is stretched walk along fence line and tuck the bottom tension wire under then between the posts and the chain link fabric.
Pull the rope horizontally along the fence until you are 4 to 5 inches on the opposite side of the hole.
Grab a hacksaw file and pliersand a helper.
Then unbolt the rail or gently cut the rail away.
Simply untie or loosen the chain link fabric from the damaged railing.
The top rail should have one open end and one crimped end.
Repeat the process at the bottom of the fence for additional support.
Insert a replacement rail into the brackets and secure.
You may need to conduct repairs to a chain link fence for a number of reasons.
Go to inside of fence and secure tension wire to chain link fabric with steel aluminum or vinyl coated hog rings normally every two feet or closer if more strength is needed.
Remove the wire ties on the fences top rail.
Get a new section of top rail and some wire ties from a home center or fence supplier.
Pull the ties through the chain links to free the rail.

A tree fell on it during a storm it was cut by trespassers or it stretched and popped out of place under the weight of a snowplow.
Put on a pair of gloves and use pliers to bend the ends of the ties.
